War, Deterrence and the Nuclear Paradox: Why Western Perceptions of Iran Are Changing

For years, Western discussion of Iran’s nuclear programme revolved around a familiar set of technical questions: How much uranium had Iran enriched? How many centrifuges were operating? How long would it take to produce sufficient fissile material for a nuclear weapon?

That framework has not disappeared. But after successive rounds of military confrontation, attacks on Iranian nuclear infrastructure, the erosion of international monitoring and the experience of direct war, a different question has moved closer to the centre of Western analysis:

What might persuade Iran’s political leadership that remaining a non-nuclear threshold state is no longer sufficient for national survival?

A July 2026 report published by the Tehran Institute for International Studies and Research examines this shift across Western media, think tanks and security commentary. Its central finding is not that Iran has made a verified decision to build a nuclear weapon. Rather, it shows that Western analysts increasingly interpret Iran’s nuclear trajectory through the interaction of four variables:

  • technical capability;
  • political intent;
  • security environment;
  • perceptions of vulnerability and deterrence.

This distinction matters. A state may possess advanced nuclear knowledge and materials without deciding to manufacture a weapon. Conversely, military pressure intended to remove a capability can alter the political incentives surrounding that capability.

That is the nuclear paradox now taking shape around Iran.

Capability is not the same as a bomb

A significant weakness in public nuclear debate is the tendency to collapse several different stages into a single claim.

Producing uranium enriched to high levels is not the same as producing weapon-grade material. Producing weapon-grade material is not the same as constructing a functioning explosive device. Constructing a device is not the same as developing a reliable, deliverable and operational nuclear weapon.

The Institute for Science and International Security, drawing on IAEA reporting, estimated that before the June 2025 strikes Iran possessed approximately 440.9 kilograms of uranium enriched to 60 percent. However, the institute also noted that military attacks severely degraded Iran’s known weaponisation-related infrastructure and created major uncertainty about the programme’s remaining condition.

The Council on Foreign Relations similarly stresses that military operations may destroy buildings, equipment and enrichment facilities, but cannot erase accumulated scientific knowledge. Nor can air power alone reliably account for dispersed materials, hidden infrastructure or future reconstruction.

The proper analytical distinction is therefore not simply between “nuclear” and “non-nuclear.” It is between:

  1. technical capacity;
  2. threshold status;
  3. a political decision to weaponise;
  4. the production of an operational weapon.

Conflating these stages produces sensational headlines, but poor policy.

The paradox of military prevention

The most consequential argument appearing across Western analysis is that a war launched to prevent nuclear proliferation may strengthen the very motivation it was intended to suppress.

Military attacks can delay a programme. They can destroy centrifuges, laboratories, communication systems and command structures. They can impose financial and organisational costs.

But they may also transform the security calculation of the targeted state.

The Guardian reported that non-proliferation experts feared U.S.-Israeli attacks could lead Iranian decision-makers to conclude that nuclear restraint had failed to protect the country from invasion, assassination and attacks on critical infrastructure.

The Council on Foreign Relations drew a similar lesson: military strikes are not decisive instruments of non-proliferation and can encourage states to conceal sensitive activities rather than accept transparency and inspections.

Chatham House has placed the problem in a wider international context. If states observe that countries without nuclear deterrents remain vulnerable to attack while nuclear-armed states are treated more cautiously, the global non-proliferation regime communicates a dangerous lesson: nuclear weapons may appear to offer greater security than international guarantees.

This does not mean that Iran will inevitably build a weapon. It means that war changes the cost-benefit calculation.

The relevant question is no longer only, “Can Iran do it?”

It becomes, “What conclusion will Iranian policymakers draw from the experience of being attacked while remaining formally non-nuclear?”

From risk management to survival

Before direct war, Iran’s threshold capacity could be understood as a form of strategic hedging: remaining technically close enough to preserve leverage, while avoiding the political and economic consequences of formal weaponisation.

War may change the function of that ambiguity.

A threshold position can provide bargaining power. But if it fails to deter large-scale attack, some policymakers may begin to view it as strategically insufficient. The debate can then move from managing nuclear risk to guaranteeing survival.

This is why several Western analyses now compare the perceived lessons of Iraq, Libya, Ukraine and North Korea.

The lesson is not necessarily historically or morally correct. But perceptions guide security policy. If political elites conclude that states abandoning or lacking a nuclear deterrent become vulnerable to regime-change wars, while nuclear-armed states become effectively untouchable, pressure for proliferation can intensify.

Reuters has described Iran’s nuclear programme and control over regional strategic assets as increasingly connected to Tehran’s understanding of sovereignty and survival. Its analysis of the post-war deadlock also concluded that neither continued coercion nor military pressure had produced a viable resolution, leaving negotiation as the only plausible route out of the crisis.

This is not an argument in favour of nuclear weapons. It is an argument about causation.

A strategy cannot be evaluated only by the damage it causes. It must also be judged by the incentives it creates.

The erosion of normative restraint

Iran’s official nuclear position has historically included not only legal commitments under the Nuclear Non-Proliferation Treaty, but also a religious and normative prohibition against the production and use of weapons of mass destruction.

The report examines growing Western speculation about whether war, leadership change and a heightened perception of existential threat could weaken or reinterpret those restraints.

However, the evidence must be treated carefully.

There has been no verified official declaration that Iran has abandoned its previous nuclear doctrine. Nor has a formal decision to construct nuclear weapons been publicly demonstrated. Discussion among analysts, political factions or media outlets should not be confused with a state decision.

Yet normative restraints do not operate independently of the security environment. Their political durability can depend partly on whether restraint is perceived as compatible with national survival.

If a government believes that legal commitments, religious prohibitions, diplomacy and conventional deterrence have failed to prevent direct attacks, voices demanding doctrinal reconsideration may gain influence, even without immediately changing official policy.

The shift, therefore, may first appear in the boundaries of permissible debate.

Ideas once excluded from mainstream political discussion can become discussable. What becomes discussable can later become thinkable. And what becomes thinkable may eventually enter formal strategic planning.

Deliberate ambiguity and its dangers

One possible Iranian response would not be an immediate public dash for a bomb. It could instead be the preservation of a more advanced threshold position.

Under such a strategy, Iran would maintain the knowledge, materials and organisational capacity needed to shorten the path to weaponisation, while stopping short of publicly constructing or testing a weapon.

This approach could offer some deterrent value while avoiding part of the international cost associated with overt nuclear armament.

But ambiguity is not necessarily stabilising.

The less external actors know about the location of enriched material, the condition of damaged facilities or the intentions of political leaders, the greater the risk that military and political decisions will be based on worst-case assumptions.

The Nuclear Threat Initiative has warned that the immediate post-war challenge is not confined to preventing weapon construction. It also includes locating, securing and accounting for nuclear materials, restoring international access and preventing sensitive material or expertise from disappearing into unmonitored networks.

Meanwhile, the long absence of inspectors from major sites has generated serious gaps in international knowledge. NTI notes that these gaps will require time, technical cooperation and sustained Iranian access to resolve.

In such an environment, deliberate ambiguity can generate leverage, but it can also produce miscalculation, preventive strikes and a self-reinforcing cycle of secrecy and military escalation.

How an unverified claim becomes an “operational bomb”

One of the report’s most valuable sections reconstructs the development of an unverified June 2026 narrative claiming that Iran already possessed an operational nuclear weapon.

The original allegation reportedly relied on unnamed sources and claimed that a warning had been transmitted through Pakistani officials to Washington. As the story moved between commentators, podcasts and smaller media platforms, its language became progressively more certain.

A claim about a possible future demonstration became a claim about an Iranian capacity to conduct a test. That claim was then republished as evidence that Iran already possessed an operational weapon.

The evidentiary basis did not become stronger. The wording became more confident.

Pakistan’s Foreign Ministry subsequently rejected the central allegation “categorically and unequivocally,” describing reports that Foreign Minister Ishaq Dar had transmitted nuclear intelligence about Iran to Secretary of State Marco Rubio as baseless and speculative.

Rubio was also reported as saying that he was unaware of any such communication.

This episode illustrates a broader problem in nuclear reporting: the distance between a threshold capability and an operational weapon can disappear through repetition.

The process often follows a recognisable pattern:

anonymous claim → commentary → repetition → stronger wording → apparent confirmation

The final headline may look authoritative even though every subsequent version traces back to the same unverified allegation.

In nuclear affairs, perception can itself alter policy. An unsupported claim may influence markets, military readiness, diplomatic positions and public expectations even when it does not establish the underlying fact.

That makes evidentiary discipline a security requirement, not merely a journalistic preference.

The wider non-proliferation cost

The Iranian case cannot be separated from the credibility of the global non-proliferation system.

Chatham House argues that the war has further weakened an already strained NPT framework. The 2026 NPT Review Conference ended without a consensus document for the third consecutive time, with the Iran conflict becoming one of the principal fault lines.

The danger extends beyond Iran.

If Saudi Arabia, Turkey, Egypt or other regional powers begin to doubt both U.S. security guarantees and the effectiveness of international institutions, they may seek more advanced threshold capabilities of their own.

Proliferation rarely occurs because states suddenly develop an abstract interest in nuclear weapons. It develops when elites conclude that existing security arrangements are unreliable.

A policy that damages Iran’s facilities but simultaneously weakens inspections, increases Iranian insecurity and erodes regional confidence in non-proliferation institutions cannot automatically be described as a strategic success.

It may have exchanged a monitored technical challenge for a less transparent political one.

What a sustainable policy would require

A durable solution must address both capability and motivation.

Restrictions on materials, enrichment and weaponisation pathways are essential. So are intrusive monitoring, verifiable declarations and restored IAEA access.

But technical restrictions alone will remain fragile if Iran continues to expect repeated attacks, regime-change efforts or permanently escalating sanctions regardless of its conduct.

A viable framework would therefore require several interlocking components:

  • verifiable limits on sensitive nuclear activities;
  • credible and continuous international monitoring;
  • accounting for enriched material and damaged facilities;
  • reciprocal implementation rather than indefinite unilateral demands;
  • a regional structure for reducing military escalation;
  • credible assurance that nuclear restraint will not simply create greater vulnerability.

Without such a framework, military operations may continue to buy time while making the underlying political problem harder to solve.

The result could be a recurring cycle:

reconstruction → suspicion → preventive attack → reduced monitoring → stronger nuclear incentives → renewed crisis

The real question after the war

The strongest conclusion of the report is also the simplest:

Iran’s nuclear future will not be determined by centrifuges alone.

It will emerge from the interaction of technical capacity, national security, political decision-making, ideological and religious restraints, public perceptions and the conduct of outside powers.

There is still no verified basis for claiming that Iran possesses an operational nuclear weapon or that a formal decision to build one has been made.

But it is equally inadequate to assume that repeated military attacks can occur without transforming Iranian strategic thinking.

A serious non-proliferation policy must do more than damage capability. It must avoid creating the motive for weaponisation.

The world should therefore pay attention not only to how close Iran may be to a technical threshold, but also to the security environment being constructed around it.

Because the most dangerous nuclear development may not be a new centrifuge.

It may be the moment when restraint is no longer perceived as rational.
